Fighting Fraud in Public Procurement

Protect public finances – prevent fraud and corruption in public procurement. A crucial part of public spending today is handled through public procurement procedures aiming to ensure financial prudence. Thus, public institutions are required to use transparent, effective and efficient measures to safeguard public finances. Nevertheless, they are confronted with numerous obstacles and risks of irregularities and fraud in their procedures: Bid rigging, illegal agreements between competitors and conflicts of interest of procurement staff are a great threat to public institutions.
Staff responsible for the prevention and detection of fraud as well as procurement staff need to be well prepared to identify red flags and to properly document, monitor and audit procurement procedures. The Winter Academy “Fighting Fraud in Public Procurement” is a practical three-day training and offers detailed information on all important fraud risk areas in public procurement. Based on your successful results of the daily knowledge checks, attendees will be awarded a unique diploma of the European Academy for Taxes, Economics & Law.

State Aid 2017

State aid rules are under strict control of the European Commission

Identifying State aid elements is difficult. The very wide definition of State aid causes a high risk, especially for the recipients of support. The challenge for national, regional and local authorities is to decide which measure requires notification. Failure to notify a measure, which is subsequently found to involve aid, may result in the repayment of aid granted, which can bring drastic consequences for its beneficiary. At the same time the European Commission has given Member States ample scope when dealing with State aid cases through the General Block Exemption Regulation (GBER). The increased leeway comes with an increase in responsibility for the Member States to ensure compliance with State aid rules when applying the GBER.

The 7th European Summer Academy “State Aid 2017” provides a three-day training on practical State aid issues. Based on your successful results of the daily knowledge checks, attendees will be awarded a unique diploma of the European Academy for Taxes, Economics & Law.

Improving Financial Management, Control and Audit of EU Funds 2014-2020

The Operational Programmes of European Structural and Investment Funds (ESI Funds) 2014-2020 have already been adopted and their implementation has started. The management and control systems are almost in place and first reimbursements to beneficiaries have been conducted. Although many professionals dealing with managing, certifying and auditing ESI Funds are experienced with the financial management, control and audit issues, the regulations for ESI Funds 2014-2020 have introduced new requirements and elements that could cause difficulties in the implementation and control of the funds. Among the “new” elements are the increased flexibility for reimbursement of costs, the introduction of management declaration as well as annual accounts.

The Masterclass “Improving Financial Management, Control and Audit of EU Funds 2014-2020” is an intensive three-day practical training designed to prepare all members of the ESIF management and control system for a successful Programming Period 2014-2020. Based on your successful results of the daily knowledge checks, attendees will be awarded a unique diploma of the European Academy for Taxes, Economics & Law.

Public Financial Management

Multi-facetted Challenges, Growing Expectations
Public Organisations are facing a variety of challenges – scarce resources, rising expectations for public services and increasing scrutiny. While fast-paced political environments require efficient decision-making, the public sector is being held to high standards of accountability and must prove continuous efforts towards organisational optimisation. In parallel to these challenges, solutions and managerial innovations now form a vast landscape so that it became a managerial challenge itself to pick the right options and to manage change for a successful integration. In order to create long-lasting optimisations and synergies between various managerial innovations and change processes – from KPIs, risk management, results-based management, performance audits or accruals – management requires a sophisticated overview and a strategic approach to breaking silos. Finally, in order to activate the benefits of any managerial innovation, it must become an integral part of the organisation.

Implement, Harvest, Improve
In the last decades, an array of management approaches – mainly from the private sector – have inspired waves of administrative reforms within public financial management in order to strengthen financial transparency, managerial control, decision-making and service delivery. Within several focused modules, our selected high-level speakers will share insights and practical knowledge on key challenges within public financial management. In addition to carefully selected inputs, our Summer Academy provides a unique opportunity for high-level exchange between practitioners and experts. An array of practical case studies and workshops will i.a. cover the following:

• Defining meaningful KPIs reflecting your results chain
