14th European Annual Symposium EU Funds 2019 – Challenges in Implementation & the Future of ESIF
Moving from 2014 - 2020 to 2021 - 2027
2019 will be an important year for experts dealing with EU Funds. The future of ESIF post-2020 has become highly topical. Most probably the European Commission will finalise its Common Provisions Regulation (CPR) proposals in accordance with the European Parliament in the first half of 2019. Due to the upcoming European Parliament elections in May 2019, most observers suggest a final decision beforehand tends to be unlikely. What is already clear is that after 2020 the ESIF landscape will change massively. The European Social Fund (ESF) will become ESF+ with increased funding. The Asylum, Migration and Integration Fund (AMIF) will be a part of the newly created ESF+. What will all these changes mean for the work of practitioners? How will Operational Programmes have to be formulated with regards to these changes? The in 2018 adopted Omnibus Regulation intends to further intensify simplification measures. The obligatory use of Simplified Cost Options is only one such measure, the approach of one “single audit” another. But will these measures really bring improvements for ESIF experts? Issues such as public procurement and State aid remain a challenge. What implications for your daily work will the increased result orientation bring? The Annual Implementation Report is due in 2019, as well as the audit of set indicators and performance framework. What consequences may arise should indicators not have been met and consequently the performance reserve not be granted? Conversely, how best to deal with the extra money coming from the performance reserve?

ESIF Round Tables
Moderated by speakers, participants are invited to join one of the ESIF conversation tables. This format provides the opportunity to discuss openly and creatively several aspects of one problem. It provides a perfect means to share knowledge, ideas and insights.
This interactive and very personal round of exchange allows participants to profit from the lessons learned by other Member States. As “mistakes tend to be often the best teachers” participants will have the unique opportunity to reflect on causes and consequences of prior errors and use the knowledge gained to improve processes in the future.
Interactive Discussion Round
Our interactive discussion round gives all participants the opportunity to actively exchange views with peers from different Member States. In small groups participants will discuss current topics and thus prepare for the new programming period.
